Navotas City Council for the Protection of Children Welcomes ACTION, Inc.’s Gabay Project

Navotas City, April 8, 2025 — Continuing a strong and meaningful partnership, the Local Government of Navotas City welcomed ACTION, Inc. for the presentation of its newest initiative, the Gabay Project*, to the Navotas City Council for the Protection of Children (NCCPC).

Navotas City is one of the identified pilot areas for the Gabay Project, which seeks to strengthen support systems and provide development-focused interventions for Children at Risk (CAR) and Children in Conflict with the Law (CICL). The project builds on the success of previous collaborations between ACTION and the City Government — most notably, their joint efforts to introduce life skills programs for CAR and CICL in Bahay Pag-Asa and within communities.

Notably, Navotas City is the first LGU to formalize its partnership with ACTION, Inc. through a signed Memorandum of Understanding (MOU)—a milestone that reinforces both parties’ shared commitment to protecting and empowering vulnerable children.

During the council session, ACTION, Inc. formally introduced the Gabay Project to NCCPC members, highlighting its goals of enhancing local mechanisms for child protection and strengthening case management practices. The initiative aims to create a more nurturing environment for at-risk children and empower local service providers through training, tools, and ongoing support.

As part of its support for the city’s child protection programs, ACTION turned over one (1) unit of printer to the City Social Welfare and Development Office (CSWDO) to aid in the delivery of services. The equipment will help support the office’s documentation and communication needs crucial to effective casework and program implementation.

The printer was formally received by Ms. Jennifer V. Serrano, Head of the CSWDO of Navotas City. The symbolic turnover reflects the deepening collaboration between ACTION and the Navotas City Government in advancing child rights and welfare.

Through the Gabay Project and its on-ground efforts, ACTION, Inc. reaffirms its commitment to working closely with local government partners in building safer, more supportive communities for every child.

Note: Gabay Project is the short title of the “Project aiming to establish the Community-Based Juvenile Intervention Facilitator System for CICL and CAR in NCR and Region 3.” This project is being implemented by ACTION, Inc., the Department of Social Welfare and Development, and the Juvenile Justice and Welfare Council, under the auspices of the Japan International Cooperation Agency.
